Follow the maze through, and you'll find a Team Plasma grunt who quickly flees. Continue on and you'll find Ryoku in front of a doorway.

Speak to him and you'll get even more backstory, TM04 and Looker will appear to arrest him. In the container inside the Cold Storage, you'll find that the sage Zinzolin has taken up residence in isolation due to what he has done.
